Wastewater Treatment Plant
Wastewater collected from a community must ultimately be treated before discharging it to the receiving water. The Lebanon Wastewater Treatment Plant (WWTP) is a regional facility. Wastewater generated in South Lebanon is also treated here. After passing through the treatment process, the clean water is discharged to the Little Miami River – a federal and state-designated scenic river.

Treatment
As wastewater arrives at the WWTP, it passes through four stages of treatment: preliminary, secondary, disinfection, and solids handling. Each of these stages is further broken down into unit processes with specific roles to the overall treatment process.

National Pollution Discharge Elimination System Permit
The wastewater discharge is controlled through effluent standards delineated in the National Pollution Discharge Elimination System (NPDES) Permit. The NPDES program is administered by the Ohio Environmental Protection Agency (OEPA) with federal oversight.

Permit
The NPDES documents contaminants that must be monitored at the WWTP and in the Little Miami River. It specifically places concentration and loading limits on the effluent discharge. The NPDES is an enforcement tool used by the OEPA to maintain the water quality in the Little Miami River. View the Lebanon WWTP / NPDES Permit.

Awards

The National Association of Clean Water Agencies (NACWA) recognizes member agencies for outstanding compliance with their NPDES permit limits. This recognition program consists of three categories:
  • Platinum - No permit violations in five years
  • Gold - No violations in a calendar year
  • Silver - Fewer than five violations in a calendar year
The Lebanon Wastewater Treatment Plant has received eight Silver Awards and eight Gold Awards in the 17 years that we have participated in the program.
