Earth Disturbance Permits

Earth Disturbance Permits are required prior to beginning any grading or earth disturbing activities related to development.  This page will provide applicants with templates that can be used in the application process.  To obtain an Earth Disturbance Permit, please click on the following link.

Maintenance Covenant - To be completed and recorded at the Warren County Recorder's Office.  A copy of the recorded Maintenance Covenant is a required attachment to the Earth Disturbance Permit application. Templates can be downloaded below:
Responsible Person and Maintenance Schedule - To be completed and provided along with the recorded copy of the Maintenance Covenant.  These items will change through time and do not need to be recorded with the Maintenance Covenant.
Storm Water Pollution Prevention Plan (SWPPP) - The SWPPP shall be provided to the Warren County Soil and Water Conservation District for review and approval.  Once approval is granted, the SWPPP is to be attached to the Earth Disturbance Permit application.

Notice of Intent (NOI) - A copy of the Ohio EPA approved NOI is to be attached to the Earth Disturbance Permit application.

Grading and Erosion Control Plans - Grading plans and erosion control plans are to be attached to the Earth Disturbance Permit applications.

Flood Hazard Area Work Permit - If there are any flood plain or floodway areas related to the subject property, a copy of the Flood Hazard Area Work Permit will needed to be attached to the Earth Disturbance Permit application.  The permit application is available at this link.
